Can the security service provide physically remove a homeless person from private property?

If you are a subscriber and have a no trespassing sign on your property, our security service has the authority to remove the homeless person. The guard will request the person to leave and make sure they move off the property. If the homeless person refuses to leave, the guard can make a citizen’s arrest and call LAPD. If the guard determines the individual is not responsive, or intoxicated or under the influence of drugs, they will call LAPD.

If private security witnesses a crime being committed (such as a home or car break-in), what can/can’t they do?

The guard can perform a citizen’s arrest while waiting for law enforcement to arrive.

The guard is also a physical deterrent and will confront suspicious characters, take their photos, ask what they are doing, follow, etc.

What happens if there’s more than one call simultaneously? Is priority based on who calls first or order of urgency?

The guard will respond to the more urgent call first and, if needed, another patrol officer will respond to the other call depending on the call.

Are costs to renters built into their rent by the owner, or is it the responsibility of each renter to pay his/her share?

Owners can decide whether to not pay for service. If an owner chooses not to subscribe for Marina Peninsula Patrol security service, renters have the option to pay as an individual unit.

How does it work if some pay and others don’t in the same building? Or on the same block?

Only those who sign up will be able to call the security guard to report problems. If the guard sees a crime occurring in a unit that has not subscribed, they are not legally allowed to intervene — they will simply call the police. But if they see a crime in a subscribing unit, they will intervene. This means real-time response rather than waiting for police to arrive.

Does the patrol guard know who is a subscriber vs. who is not? How does that impact actions taken in the moment?

The guard has a master list of each unit that is subscribed and will drive by each property. The number of visits depends on how busy the officer is during the 8-hour shift, on calls – approximately 4 to 5 times per shift. Buildings with 8 or more subscribers also will have a nightly foot patrol.

Security officers only patrol customers who are subscribers in the Marina Peninsula Patrol.

Do subscribers get security service signage? How does that impact overall security for the Peninsula?

Yes, residents will be given signage. The goal is to reduce crime across the entire Peninsula. The more subscribers we have, the more signage we’ll have. And as we add more subscribers, we’ll be able to expand our service for more hours and/or patrol vehicles.
